Notwithstanding any general or special law to the contrary, the division of health care finance and policy shall continue in effect and enforce 114.6 C.M.R. 12.00 regarding services eligible for payment from the Uncompensated Care Trust Fund in effect on September 15, 2005, and promulgated under chapter 118G of the General Laws.
