Whereas, The deferred operation of this act would tend to defeat its purpose which is forthwith to expand access to health care for Massachusetts residents, increase the affordability of health insurance products, and enhance accountability of our state’s health system, therefore it is hereby declared to be an emergency law, necessary for the immediate preservation of the public health and convenience.Be it enacted by the Senate and House of Representative in General Court assembled, and by the authority of the same, as follows:
